In this paper the PC program MEMO for determining the dispersion matrix (statistical measurement model) of a series of materials balance results is introduced and described, including theoretical aspects of establishing measurement models. MEMO is a useful tool in international safeguards and provides the essential input data for the near-real-time accountancy evaluation procedures as implemented in such programs like PROSA.
