A neutron spectrometer based on both the track position identification and the energy measurement of recoiling protons from a hydrogenous radiator is proposed. The expected performance limits of this spectrometer with regard to energy resolution, efficiency, and counting rate are evaluated for five different configurations. The results show the possibility of deriving an optimized spectrometer design with an energy resolution up to 1% at 14 MeV. In particular, the application of the spectrometer for the ion temperature measurement on the Next European Torus is presented.
