The options available to utilities entering the Market for processing waste into-energy are investigated. The potential size of the waste-to-energy Market is evaluated; the business relationship that must evolve between utilities and municipalities to equitably spread the risks is proposed and investigated. The benefits and risks to utilities interested in cofiring coal with refuse derived fuel (RDF) is discussed. The highly competitive economics of cofiring coal with RDF in existing power plants versus the costs for new landfills and mass burning of garbage is presented.
