This paper reports on the 1990 amendments to the Clean Air act which requires that by the year 2000 electric utilities reduce their emissions of SO{sub 2} to about one half of their 1980 levels. The Clean Air Act (CAA), passed in 1963, allowed the federal government, under certain conditions, to impose air quality rules on the states. Subsequent CAA amendments extended the original CAA legislation to include federal control of certain emission sources, mandated air quality standards, and the requirement that specific compliance measures be used. The 1990 amendments require that coal burning power plants reduce their SO{sub 2} emissions over two Phases. Phase 1 begins in 1995 and continues through 1999; Phase 2 begins in 2000 and continues indefinitely.
