Industry applauded Senator Byrd's $3.5 billion, 10-year plan to encourage the commercialization of innovative clean coal technologies, although DOE and Congress as a whole was more cautious in its response. The proposal directs DOE to provide up to 50% of the funding for a private-sector project for technology transfer. Legislators expressed concern that there is not enough money to support this proposal as well as acid rain abatement programs. Such concern came also from Canada, which has pushed for more effort to reduce acid rain.
