We present a model of the 17-keV neutrino which naturally admits Mikheyev-Smirnov-Wolfenstein oscillations of {nu}{sub {ital e}} and {nu}{sub {mu}} in the Sun, while avoiding forbidden {nu}{sub {tau}-}{bar {nu}}{sub {tau}} oscillations. Alternatively, the large mixing angle needed for vacuum oscillations to reduce the solar {nu}{sub {ital e}} flux can be explained, in which case the {nu}{sub {ital e}} mass might naturally be close to its laboratory limit. The model is consistent with all known laboratory, cosmological, and astrophysical constraints, including the supernova bound on Dirac neutrino masses.
