New York Department of Environmental Conservation ash residue characterization project

In 1987, the New State Department of Environmental Conservation initiated an ash residue characterization project whose primary objectives were to establish an ash residue sampling analysis protocol capable of providing data representative of the residue. The secondary objective was to quantify the leaching characteristics of heavy metals from incinerator ash to better evaluate ash management disposal options. This book reports on the project which included ash residue sampling at eight operating resource recovery incinerator facilities. A description of the eight facilities tested is presented. Several different sample collection techniques, including grab, time integrated composites and core samples were utilized to assess both the representatives and the reproducibility of ash residue data. Samples were analyzed utilizing the United States Environmental Protection Agency's (USEPA) extraction procedure (EP) toxicity test. In addition, several replicate analyses were performed utilizing the toxicity characteristic leaching procedure (TCLP), currently under consideration by USEPA as a replacement for the USEPA EP toxicity test.
