Distribution automation strategy for the future

This article describes Southern California Edison's (SCE) distribution automation program, developed to improve the operational and electrical efficiency of the distribution system, reduce costs, and increase reliability. The SCE distribution system serves 4.2 million customer accounts over a service territory of 50,000 square miles. There are 600 distribution substations, 3,800 distribution circuits (over 88,000 circuit miles), 61,000 switches, 800 automatic reclosers, and 7,600 switched capacitor banks. The distribution automation program includes projects in capacitor automation, switch automation, circuit lock-out alarming, substation monitoring and control, and outage management. Examples of ways traditional approaches have been replaced with new strategies as each automation project is implemented are given.
