Prolegomenon to marine pollution and the law of the sea: an overview of the pollution problem

The rapidly changing law of the sea is further complicated by pollution issues for which there are no international legal scholars. An overview of marine-pollution problems is followed by a discussion of international environmental law as it has evolved. An analysis of the United Nations system and international case law examines authoritative decision making and finds the Lasswell/McDougall approach to be better. Corrective action cannot be taken until an acceptable definition of pollution is reached. 201 references. (DCK)
