New York's development of low-level radioactive waste disposal capability

The authors report how New York has undertaken a program to meet its responsibilities under the Federal Low-Level Radioactive Waste Policy Act (LLRWPA) as amended in 1985. In 1986, it enacted the New York State Low-Level Radioactive Waste Management Act (state LLRWMA) which provides for the state to meet all the milestones established by the 1985 amendments to the federal LLRWPA. This will lead to the eventual operation of a low-level radioactive waste dispose facility by January l, 1993. According to this analysis, New York has made considerable progress in carrying out the provisions of the State LLRWMA. A LLRW siting commission has been established which has the responsibility for the selection of both a location and disposal technology for a LLRW facility. The commission is directed to look at a broad spectrum of public health and safety, environmental and economic factors in choosing a potential site and disposal method. Issues that will receive particular attention include waste source characterization, evaluation of alternative disposal technologies, movement of long-lived mobile radionuclides, community impacts, packaging and processing of LLRW, waste retrievability, handling and disposal of mixed wastes and public involvement.
