Ten witnesses representing companies involved in planning energy projects in China, the State Department, and students of US Asian policy on the implications for developing China's offshore energy supplies and establishing trade arrangements with China. The issues of prime concern were China's economic modernization program and ways that the US can cooperate in that effort, as well as the opportunities to improve energy supplies in the Pacific Rim area and the need to Asian countries to develop a mutual respect for laws, institutions, and their respective sovereignty. Spokesmen for oil companies exploring off the coast of China described their experience in negotiating with the Chinese, particularly in the areas of the required use of Chinese technology and personnel. Three additional communications submitted for the record follow the testimony.
