Maximizing off-system sale and purchase opportunities; The Wisconsin Power and Light experience

Wisconsin Power and Light Company (WP and L) is an investor-owned utility serving a 16,000 square mile area in the south central section of Wisconsin. Because of its geographic location and strong transmission interconnections with six other Midwestern utilities, WP and L has unique opportunities to transact large amounts of bulk power. At times, the sale opportunities are so great that they exceed the WP and L on-line generation capability. To coordinate complex buying and selling decisions, WP and L recently acquired a unit-commitment and transaction optimization software package. This tool is currently used on a daily basis by system operators to price power transactions, analyze the impact of energy transactions on unit commitment schedules and dispatch, and optimize purchase contracts. The purpose of this paper is to: sumMarize short-term purchase/sale coordination needs; describe the operation-planning tool, which is currently used to optimize off-system purchases and sales; and present the results of sample coordination studies to illustrate practical applications.
