The record of two days of hearings on the President's budget requests for 1987 includes statements by members of the Senate Committee on Energy and Natural Resources and testimony by Energy Secretary John Herrington, Interior Secretary Donald Hodel, and representatives of the Agriculture Department and the Federal Energy Regulatory Commission. The committee's jurisdiction covers $9.8 billion of the proposed budget, which is a 25% decrease from the previous year. There was concern that the one-year drop, equal to the total decrease of the previous five years, would be disruptive to energy programs. Secretaries Herrington and Hodel argued in support of the budget proposals, and joined other administration spokesmen in support of lowering federal expenditures. Four appendices present responses and additional supporting documentation.
