On Feb. 19, 1993, EPA promulgated a regulation to protect public health and the environment from reasonably anticipated adverse effects of certain pollutants in sewage sludge as required by Section 405 of the Clean Water Act (CWA). Responding to arguments against certain provisions of this rule, on Feb. 25, 1994, EPA revised the regulation concerning the appropriate pollutant limits for molybdenum in sewage sludge when land applied and the requirements for certain sewage sludge incinerators to monitor incinerator emissions continuously for total hydrocarbons (THC).
