The authors report the synthesis of a new strontium ruthenium oxycarbonate, Sr{sub 2}RuO{sub 4}{center_dot}0.25 CO{sub 2}, and its use to synthesize Sr{sub 3}Ru{sub 2}O{sub 7}, the n = 2 member of the (SrO){sub n+1} (RuO{sub 2}){sub n} Ruddlesden-Popper series. Like layered K{sub 2}NiF{sub 4}-type Sr{sub 2}RuO{sub 4}, and three-dimensional perovskite-type SrRuO{sub 3}, Sr{sub 3}Ru{sub 2}O{sub 7} is a metallic conductor. In Sr{sub 3}Ru{sub 2}O{sub 7}, the magnetic moments (d{sup 4}, low spin) interact weakly with each other and develop strong antiferromagnetic correlations below 15 K. Small substitutions of Ir for Ru in Sr{sub 3}Ru{sub 2}O{sub 7} result in a metal-insulator transition.
