Using data from Fermilab photoproduction experiment E691, the ratio of branching fractions between the Cabibbo-suppressed modes B(D[sup 0] [yields] K[sup [minus]]K[sup +])/B(D[sup 0] [yields] [pi][sup [minus]][pi][sup +]) is measured to be 1.95 [+-] 0.34 [+-] 0.22. Branching fractions for the modes D[sup 0] [yields] K[sup [minus]]K[sup +] and D[sup 0] [yields] [pi][sup [minus]][pi][sup +] relative to the Cabibbo-allowed decay D[sup 0] [yields] K[sup [minus]][pi][sup +] are also determined. Furthermore, an upper limit of 0.45 at the 90% C.L. on the CP violating asymmetry in D[sup 0] [yields] K[sup [minus]]K[sup +] versus D[sup 0] [yields] K[sup [minus]]K[sup +] decays is determined.
