This article deals with the need for world-wide cooperation to keep demand for oil from the Organization of Petroleum Exporting Countries (OPEC) from growing at a rate that will cause shortages and result in rapidly increasing oil prices in the near future. The proposed chief goal of energy policy is to hold worldwide demand for OPEC oil well below OPEC's production capacity. Actions required to reduce demand for oil, include gasoline taxes, and conservation in transportation and industrial use, energy efficiency, and incentives for exporting US energy technology. Increased efforts are urged to stabilize non-OPEC oil production with additional funds for geoscience research. Other proposals include; filling the Strategic Petroleum Reserve, demonstration of an alternative automotive fuel, and keeping the electricity generating options open. 9 refs.
