This paper reports on BaTi{sub 4}O{sub 9} powder prepared by calcining BaCo{sub 3} and TiO{sub 2} powders sintered to over 97% of theoretical density. Less than 5% Ba{sub 2}Ti{sub 9}O{sub 20} occurred as a second phase in pure BaTi{sub 4}O{sub 9}, and Al{sub 2}O{sub 3} impurities from processing formed isolated hollandite ({approximately}BaAl{sub 2}Ti{sub 6}O{sub 16}) grains, which were identified by fringes in bright-field TEM images. For pure BaTi{sub 4}O{sub 9} at 1 MHz, a dielectric loss (tan {delta}) of 5 {times} 10{sup {minus} 4} and dielectric constant of 39 were recorded. Hollandite impurities were found to increase tan {delta} by 2 orders of magnitude, whereas firing in oxygen decreased tan {delta} by an order of magnitude.
