The U.S. Trade and Development Program (TDP) is considering the provision of funds to the Hungarian National Oil and Gas Trust (OKGT) to conduct a study of the scope and feasibility of expanding and modernizing existing petroleum refining facilities, to meet future demands for environmentally-acceptable unleaded gasoline and low sulfur fuel oil. Recent studies indicate that indigenous natural gas and crude oil reserves are diminishing rapidly, and the study would include recommendations on future supply from outside sources. All of the needed licensed process technology and process know-how could be provided by U.S. sources, and this alone would meet the TDP criteria for funding the feasibility study. U.S. manufacturers of specialty equipment are marginally competitive in the international market, where competition is fierce. The Definitional Mission recommends that a full feasibility study be undertaken.
