Fifteen witnesses representing affected states, nuclear waste programs and agencies, and several Indian tribes testified at a hearing on DOE's plans for selecting a second waste repository site in compliance with the Nuclear Waste Policy Act. At issue was the DOE Secretary's announced intention of not proceeding to select a second site. Witnesses argued the relative merits of this delay, and noted the probable effects of various delays in making site characterizations and nominating three additional sites. Supporters of the delay noted that the lack of new orders for nuclear plants will lower the anticipated amount of radioactive material that will require storage in the next century. DOE Secretary Herrington pointed out that the Act authorizes only one repository, and that DOE has been meeting scheduled milestones. He defended DOE activities and made assurances that a second repository could be ready when needed. An appendix with additional responses follows the testimony.
