Canadian tank-farm retrofit meets new environmental regs

Trans Mountain Pipe Line Co., Vancouver, has carried out a major retrofit of its tank farm near the Vancouver International Airport in response to new Canadian government standards for bulk petroleum products storage and handling. Previous spills at the site complicated design of the retrofit as a result of new environmental criteria for soil and groundwater contamination. Final design for a spill-containment liner provided for the lifting of each of five above ground storage tanks 8 ft in the air with a unique gantry system and placing the liner underneath the tanks. The liner was built to facilitate leak detection below the tanks. Trans Mountain had received government approval to apply to risk-management approach for dealing with contaminated soil and groundwater. The liner was key in an overall plant to encapsulate existing contamination. A treatment facility was constructed to pump and treat hydrocarbon-contaminated groundwater before discharge. Soil-ventilation pipes were installed in the contaminated zone to facilitate introduction of air or bio-media to enhance the remediation process. This approach allowed Trans Mountain to construct a cost-effective facility that now complies with current standards. Long-term remediation of the site is ongoing.
