The authors report of Project SMART, strategies for mobility, access and reduction of traffic. The program is modeled after the successful experience of Denver and other cities. This program was stated by the New York City Department of Transportation (NYCDOT) in the Fall of 1987. Project SMART calls for the voluntary cooperation of the business and motoring communities in achieving reductions in vehicle use. Measures for consideration by businesses include programs to: reduce business subsidy of private auto use, encourage use of transit by employees, shift goods delivery to after hours, and discourage use of for-hire limousines during mid-day. This paper presents the preliminary results of project SMART. Included are solicitation of ideas and strengthening of ties with the business community, city government efforts to set and example, design and preparation of promotional material, and NYCDOT staff organization.
