H.R. 3207 was introduced into the US House of Representatives on August 2, 1991 to amend the federal Water Pollution Control Act to establish a demonstration project for the cleanup of water pollution in the San Gabriel Basin. The San Gabriel aquifer is the most heavily contaminated potable groundwater basin in the United States. It is contaminated with volatile organic contaminants including trichloroethylene, perchloroethylene, carbon tetrachloride and nitrates. A key feature of this bill authorizes the EPA to enter into a cooperative agreement with the Los Angeles Regional Water Quality Control Board to provide water treatment to remove contaminants from the San Gabriel Aquifer.
