10 MWe solar thermal central receiver pilot plant: project management plan

The objective of the Solar Thermal Power Systems (STPS) Program is to establish the technical readiness of cost-competitive solar thermal power systems for both small (under 10 MWe) and large (over 10 MWe) energy production applications. The Project Management Plan has been developed to outline plans, baselines (technical, schedule, and cost), and control systems to be employed in the management of the project. This management plan does not change or modify the two-party roles and responsibilities set forth in the Cooperative Agreement for DOE and the Associates; but, the plan is intended to clarify the roles of all participating organizations and to further define procedures for managing the project. This management plan is intended to primarily cover the Project phases of plant design and construction, including plant checkout.
