Wastewater planning helps meet anticipated changes in regulations

Thorough analysis and planning can help refiners avoid major modifications to near-term refinery wastewater projects when attempting to meet future regulations. This article looks at effects of water regulations and outlines a step-by-step plan for upgrading wastewater systems. As National Pollutant Discharge Elimination System (Npdes) permits come up for renewal on a 5-year cycle, state and federal agencies will require testing and compliance with specified limits for toxicity parameters. These new requirements represent a shift in emphasis from historic technology-based effluent limitations to water quality-based limits. There are two major approaches to water quality-based toxics permitting: Water quality criteria: chemical-specific concentration criteria for toxic chemicals; Toxicity testing.
