The handbook provides a description of the regulatory procedures governing the process for the review, approval, or denial of permit applications to conduct coal exploration, mining, and reclamation operations under a Federal program for a State. The handbook is intended primarily to familiarize interdisciplinary team members of the Office of Surface Mining with the permit application review procedures currently being used. It is anticipated that the handbook will also prove useful to other government agency personnel involved in the review process and to industry personnel engaged in the preparation of permit applications.
