Title: Community involvement focus groups

In anticipation of a reauthorized Superfund Program, and in light of their commitment to continually look for ways to more effectively involve affected communities in decisions at Superfund sites, the US Environmental Protection Agency (EPA), in conjunction with the International City/County Management Association (ICMA), convened a series of Community Involvement Focus Groups with participation by community members and local government officials in June 1994. Participants provided EPA/ICMA with feedback on the Superfund Community Involvement program, with particular attention to the Technical Assistance Grant (TAG) program and the new Community Involvement activities currently contained in the proposed Superfund Reform Act of 1994. The Focus Groups addressed a number of issues related to the TAG program, the role of local government in the Superfund process, and new public participation initiatives proposed in the Superfund Reform Act. Portions of the Focus Group sessions were videotaped, and interviews were conducted with some individuals for use in developing a videotape record of the meetings. This report provides a summary of the origin and intent of the focus groups, a description of the planning process, and a synopsis of the comments of focus group participants.
