Public role in private forests: a view from industry

Forest management is a localized issue, which defies a national solution. Each landowner and each state face different situations and requirements. The federal government cannot address them all. It can, however, effectively focus on programs or activities that are multistate in nature or are unique federal responsibilities for which support (i.e. dollars) is not otherwise available - e.g., tax policies to support private forest investments, timely collection and analysis of forest resource data, coordination of forest protection programs, and support of landowner information/education programs. Such activities would remove impediments to the flow of private capital towards forestry investments and be far more efficient than attempts to supply public capital directly to private forestland. Thus there is a legitimate and necessary federal role in private forest management. In the long run, however, a redefined federal/state partnership based on programmatic support rather than dollars will be the most effective and politically prudent way to influence private forestry.
