Recycling urban land: Michigan`s innovative approach to environmental cleanups

Michigan is a national leader in encouraging reuse and redevelopment of old, frequently contaminated, industrial sites. A number of tools are available to Michigan`s local governments and private developers to return these sites, common in the industrial midwest, to productive use. Among Michigan`s innovative approaches to site reuse are: (1) The Site Reclamation Program, which provides funding to local units of government to investigate and clean up contaminated sites which will be used for identified economic development projects. (2) The Site Assessment Fund, which provides grants for environmental assessment of sites with potential for redevelopment, facilitating marketing of these sites. (3) Covenants Not to Sue, legal agreements which protect new purchasers from state liability for existing contamination. (4) Flexible cleanup standards which allow site-specific characteristics and intended land use to be considered in cleanup decisions. (5) Published guidelines with standardized cleanup assumptions for sites which will be reused for industrial and commercial purposes. Standards for recreational reuse of sites will also be developed.
