Evaluation of PCB cleanup levels for the Hartwell Lake Superfund Site

Cleanup goals for PCBs in sediments and fish were evaluated for use at the Hartwell Lake Superfund Site near Clemson, South Carolina. The sediment goals were determined through an evaluation of available criteria (background and biologically-effects based), examination of PCB cleanup goals precedent at other NPL sites and calculation of site specific concentrations using EPA`s equilibrium partitioning approach. Background based criteria from published sources were generally in the range of 0.02 to 0.05 mg/kg in sediment, but were as high as 10 mg/kg. Biological effects based sediment criteria also were obtained from the literature with values ranging from 0.006 to 1,141 mg/kg. PCB cleanup goals for sediment from other NPL sites have typically been between 1 and 10 mg/kg. Calculation of PCB-criteria using the equilibrium partitioning approach resulted in values of 0.39 and 3.99 mg/kg using the mean for total organic carbon in the sediment and upper 95 percent confidence levels, respectively. The range of potential sediment cleanup goals were evaluated through bioaccumulation modeling (using EPA`s FGETS bioaccumulation model) to identify risk levels associated with each cleanup goal. The modeling evaluated the long-term of potential sediment cleanup goals on PCB concentrations in fish, and, ultimately, on human health, given that the ingestion of contaminated fish is the principal exposure pathway of concern at the Site.
