Surveys showing that the majority of utility customers think their bills are excessive should encourage utility management to keep rates as low as possible while improving their customer understanding of the price of service. Utility bills offer a direct and low cost way to communicate information to the public. Bills can include information to teach customers how to read their meters, suggest conservation steps, compare current with past usage, etc. Bills can also be used for inexpensive two-way communication using surveys, audit request forms, and other responses for the customer to mail with his payment. 5 figures.
