The Superfund program, an attempt at a quick solution to a complex problem, has fallen far short of expectations. Congress approved the Superfund Amendments and Reauthorization Act (SARA) in 1986. Under the amended law, cleanup of hazardous waste sites may be a real possibility. SARA has introduced a different approach to cleaning up hazardous waste sites. On-site methods that permanently and significantly reduce the volume toxicity, or mobility of hazardous substances became the preferred remedial actions. New cleanup technologies and examples of SARA's impact are discussed. 5 refs.
