Politics of the ozone layer

In Montreal last September, the world community took what might be called a major half-step forward toward protecting the stratospheric ozone layer. The Montreal accord on reducing chlorofluorocarbons was signed by the U.S. and 23 other nations. This agreement on ozone depletion marks a new level of cooperation, but tougher standards are needed. The Environmental Protection Agency's (EPA) legal obligation to protect the ozone layer is not satisfied by slowing the rate of its destruction. The background and activity of public, industrial and environmental associations are discussed. 12 refs.
