Fact and fiction in integrated bidding processes: Let's look at the record

This article examines realities of some all-source bidding programs that have worked. In view of growing numbers of utilities and energy policy makers, an integrated all-source bidding system may be the strongest, and most definitive commitment to implementing true least-cost plans that a utility and its regulatory commission can make. Opposition to conservation bidding is usually based on wrong perceptions rather than direct experience. Six issues of fiction and facts are presented, along with the principles for an ideal demand side management bidding effort.
