High-resolution transmission measurements were made at room temperature of the shape of the neutron resonance at 230.3 eV for {sup 65}Cu for the high-temperature superconductor YBa{sub 2}Cu{sub 3}O{sub 7}. From the shape of the resonance the effective temperature {ital T}{sub eff} for Cu in the compound was determined. An identical measurement was also made for Cu metal. {ital T}{sub eff} for Cu metal was found to be 314{plus minus}28 K, while the measurement for YBa{sub 2}Cu{sub 3}O{sub 7} yielded a {ital T}{sub eff} of 297{plus minus}28 K. This shows that the Cu phonons in YBa{sub 2}Cu{sub 3}O{sub 7} have the same energy scale as the phonons in Cu metal.
