Allowance trading today and tomorrow: When will it really get started

This article is the product of a conference call among five individuals who have been active in formulation and implementation of the acid rain provisions of the 1990 Clean Air Act amendments. They take stock of where we are, where we are headed, and what it will take to get there. A puzzler for utilities and regulators alike: how should we determine prudence The participants were: Steve Mitnick, vice president and chief economist at SAIC International in Reston, Va., who acted as discussion moderator; Ashley Brown, a commissioner on the Public Utility Commission of Ohio, who served as a state regulatory representative on the Environmental Protection Agency's acid rain advisory committee; Kris McKinney, a consultant with Metzler and Associates of Deerfield, Illinois, and a member of the Chicago Board of Trade's emission trading advisory committee, who was previously manager of compliance planning at Wisconsin Power and Light; Jeff White, an attorney with the Washington, D.C. firm of Newman and Holtzinger, formerly a lawyer with American Electric Power Co.; and John Henry, a principal with Clean Air Capital Markets in washington, D.C., who represented parties active in the limited emissions allowance trading that has occurred to date.
