This paper offers a current regulatory perspective on the application of risk-based methodology, referred to as risk-based regulation, to reduce risk levels of nuclear power reactors, management burdens on licensees and regulators, and financial burdens on licensees. An assessment is offered in this paper of the current development and application of PRA at the U.S. Nuclear Regulatory Commission (NRC), observations to date from the individual plant examination/individual plant examination external event program, and institutional impediments to increase use of PRA for nuclear plant safety.
