Equity vs. efficiency: Getting DSM pricing right

This essay discusses the issue of the total resource cost (TRC) test versus the rate impact measure (RIM) test in the simplest economic terms. It then discusses how these tests (and others that float around in demand-side management (DSM) analyses) are used in any business and should be used in the DSM business to plan, implement and test programs to ensure that what is ultimately delivered to consumers really is cost-effective - not just hypothetically, but as demonstrated in real market tests of real programs that deliver real services to real consumers. The hope is that some simple logic can reduce the confusion that continues to reign about what the TRC and RIM tests are and how they should be used to select, design and deliver DSM services. 7 refs.
