The Havertown PCP site is in Havertown, Delaware County, Pennsylvania, approximately 10 miles west of Philadelphia. This 12- to 15-acre site consists of a wood-treatment facility, an adjacent manufacturing facility, and Naylors Run Creek which drains the area. Contamination at the site is due to improper disposal of wastes generated from wood-preserving operations. From 1947 to 1963 PCP-contaminated oil was dumped into a well. In 1972 the State identified contaminated ground water discharging from a storm sewer into Naylors Run. In 1988 EPA installed a catch basin in Naylors Run to trap discharge from the storm-sewer pipe. This Record of Decision (ROD), addresses the remediation of surface water and the disposal of drummed and tanked wastes. A subsequent ROD will address the impact of contaminated soil on ground-water contamination at the site. The primary contaminants of concern affecting the surface water are VOCs including benzene, toluene and TCE; other organics including phenols, dioxins, PCP, and PAHs; metals including arsenic and chromium; and oils.
