This study was performed under the auspices of the International Energy Agency (IEA) in accordance with the Implementing Agreement for a Program of Research, Development and Demonstration on Coal-Liquid Mixtures (CLM). The study consists of two subtasks: Subtask A - Assessment of Potential CLM Utilization; and Subtask B - Development of a CLM Cooperative Plan. The results of the work under Subtask A and Subtask B are reported in Volumes II and III. Volume I is the summary of findings in Volumes II and III. The assessment of potential CLM utilization is based on oil-fired utility and industrial boiler populations in each participating country. The fuel oil consumption and the quantity of oil which could be backed out by switching to CLM's are estimated. Economic, institutional and environmental factors which influence CLM commercialization are discussed. The current status of COM and CWM technologies in the participating countries are reviewed. Three major areas are covered: CLM preparation, combustion and major equipment. The COM and CWM projects in each participating country are summarized in individual data reports and are analyzed to determine future cooperative CLM research and development corroborate the findings from the technology assessment to determine RD and D needs. 16 tables.
