Lessening the constraints on the export of coal: some structural suggestions

The US could be a principal beneficiary of the expansion in world coal trade if it makes a national commitment to eliminate the constraints which threaten its competitive position. The US must make it easier and cheaper to mine coal for world markets. It must undertake a crash program of port dredging and improvements, and it must enact federal legislation to stimulate the coal slurry pipeline industry to develop a competitive inland transportation system. Each of these constraints is tied to the success of the coal export industry. 139 references.
