The US Department of Energy began taking back spent fuel from research reactors in other countries as of July 13, a reversal of its policy of the last five years. The fuel was originally provided to overseas operators of hospital and university research reactors, using contracts that specified the return of the spent fuel to the United States. In 1988, however, the DOE placed a moratorium on taking back the spent fuel when a Sierra Club lawsuit questioned DOE compliance with environmental laws in the shipment and storage of the foreign fuel.
