Three-dimensional equilibrium and breaking of magnetic surfaces due to the finite beta effect in a {ital l}=2 heliotron/torsatron configuration are studied by using a newly developed three-dimensional equilibrium code. The breaking is significantly suppressed as {gamma}{sub {ital c}} (pitch parameter) becomes smaller. An inward shift of the plasma by using the vertical field and elliptic (vertical) shaping using the quadrupole field can also suppress the breaking.
