Regulatory impact and regulatory flexibility analysis of the formaldehyde standard

In response to a petition from the United Auto Workers (UAW) and 13 other unions, the Occupational Safety and Health Administration (OSHA) is revising its standard covering occupational exposures to formaldehyde as an 8-hour time-weighted average (TWA) is being lowered to 1 ppm. The current ceiling concentration of 5 pmm averaged over 30 minutes is also being revised to a short-term exposure limit (STEL) of ppm averaged over 15 minutes. In addition, a number of new requirements (including monitoring, training, personal protective equipment, and medical surveillance) were created, which are triggered at various levels of formaldehyde exposure.
