This patent describes in combination, an electric power plant having a continuous emission of boiler flue gases; a conduit for conducting the flue gas emissions; a heat exchange system; an expander; a refrigerant pump; a second refrigerant pump; a steam condenser; and a steam turbine; wherein heat from the steam exhaust is exchanged at the steam condenser, vaporizing that portion of the refrigerant condensate flowing therethrough and allowing the refrigerant to be recycled to the expander in gaseous form under pressure from the second refrigerant pump.
