Implementing a plantwide user-friendly design-basis documentation program

Implementation of a design basis documentation (DBD) program is in progress at Louisiana Power and Light's (LP and L's) Waterford steam electric station unit No. 3 (W3). The DBDs are being prepared primarily for safety-related systems to provide the design basis and descriptive information to be utilized by engineering personnel in making decisions on plant modifications, providing background for securing future technical specification relief, documenting licensing commitments, preparing design changes within a specific system's scope, and aiding in evaluations of 10CFR50.59 of the Code of Federal Regulations. Production has promoted increased plant awareness through various levels of staff involvement in the preparation of DBDs, enhanced the responsiveness of engineers to system-related issues, and the total commitment of LP and L management to the DBD program has virtually eliminated problems.
