Implementation of the station blackout rule at Virginia Power

The station blackout (SBO) rule, issued in 1988, requires all utilities to show adequate capability to cope with a loss of all alternating-current (ac) power. This paper summarizes how one utility, Virginia Power, responded to the rule and examines the implementation process. Virginia Power owns and operates two nuclear stations, the North Anna power station and the Surry power station. Each station has two nuclear units, designed and built by Stone and Webster, with Westinghouse three-loop nuclear steam supply systems. The Surry station has three emergency diesel generators (EDGs), with one EDG dedicated to each unit and one swing EDG. The North Anna station has four EDGs, two dedicated to each unit.
