Development of motor vehicle emissions inspection and maintenance programs for the State of Washington. Final report

Recent ambient air quality data for the State of Washington indicate that certain National Ambient Air Quality Standards will not be attained in all areas of the State by 1982, even if all reasonably available control technologies are applied. In view of this, it is likely that the State will request from EPA an extension of the compliance data beyond 1982. In order for this request to be considered, the State must, among other things, have adopted a firm schedule for implementing a motor vehicle inspection and maintenance (I/M) program in the highly urbanized nonattainment areas. Currently the State, through its Department of Ecology, is developing a set of control strategies, including I/M, for implementation in certain areas. Technical assistance was provided to the Department of Ecology by GCA/Technology Division through a contract sponsored by Region 10 of EPA. The primary purpose of the assistance was to provide the Department of Ecology with information regarding technical aspects of I/M on a quick response basis to aid in the continuing process of program development. This document provides a summary of the work performed by GCA under this contract.
