This paper addresses what motivates utility affiliates to become involved with unregulated power projects. The traditional view of electric and gas utilities is that they are involved in low-risk business. Utilities invest to provide service. Regulators provide a rate of return on their investment. The author discusses how utilities are increasingly interested in opportunities for diversification, including cogeneration development.
