Ukraine delays vote on START; U. S. offers incentives, warnings

Before START I can enter into force, all five parties (US, Russia, Ukraine, Belarus, and Kazakhstan) must ratify the treaty. In addition, the Russian Supreme Soviet has said it will not exchange the instruments of ratification, the final step necessary to being the pact into force, until Belarus, Kazakhstan, and Ukraine have acceded to the NPT as nonnuclear-weapon states. The incentitives and warmings from the US are discussed.
